En el 2023, el legislador, representante de la izquierda radical, recibió el repudio de distintos sectores por su posición en defensa del matrimonio infantil y sus frases: “Las relaciones sexuales tempranas ayudan al futuro psicológico de la mujer”. “Todo el mundo tiene relaciones. Profesores con alumnas, maestras con alumnos, entre alumnos también”.
En julio de ese año, El Comercio informó la “trayectoria” de quien sería en aquel momento presidente de la Comisión de Educación: además fue destituido como juez luego de un proceso disciplinario por haber cometido una infracción grave.
En noviembre de ese año, insistió en su posición a favor del matrimonio infantil con el siguiente argumento: “El Código Civil, de 14 para arriba no hay ningún impedimento. Todos tienen relaciones sexuales. La ley lo autoriza. En otros países es de 13 para arriba, siempre que no haya violación. Todo el mundo tiene relaciones. Profesores con alumnas, maestras con alumnos, entre alumnos también”.
Horas antes de su elección, el Colegio de Abogado de Lambayeque emitió un comunicado, rechazando su candidatura. Precisó que Balcázar fue expulsado de la orden mediante la Resolución N.° 10, emitida el 13 de agosto de 2022. Durante su gestión como decano se le imputaron cargos de naturaleza ética, civil y penal.

Nacido en Cajamarca, el 17 de enero de 1943, Balcázar es abogado de profesión. Según el portal Infogob del Jurado Nacional de Elecciones, solo registra una única postulación en las elecciones del 2021.

Según Infogob, fue expulsado de Ahora Nación el 16 de enero del 2025. Estuvo afiliado menos de un año, desde el 12 de julio del 2024.
Previamente, el 30 de setiembre del 2020 se inscribió en Perú Libre. Postuló a las elecciones del 2021, logró una curul y renunció el 7 de junio del 2022.
Balcázar ingresó al Congreso de la mano del condenado por golpista expresidente Pedro Castillo, luego se pasó a Perú Bicentenario y después volvió a la bancada del lápiz. En el Parlamento, presidió la Comisión de Educación.
