Esta licencia es un permiso más generalizado que el que hasta ahora emitía Washington de manera individual (como en el caso de Chevron) desde que el expresidente Joe Biden levantó temporalmente las sanciones al sector energético venezolano en 2024.

Sin embargo, la medida impuso condiciones bastante específicas y prohibiciones importantes.

Entre ellas, que los contratos que las empresas estadounidenses logren con el Gobierno de Venezuela o PDVSA, la petrolera estatal, deben ser regidos por leyes estadounidenses y establecer que cualquier resolución de disputas se haga en EE.UU..

Venezuela cuenta con las mayores reservas probadas de crudo del mundo, unos 303.000 millones de barriles, equivalentes al 17 % del total global.
