La estrategia forma parte de las políticas del Sistema Nacional de Seguridad Ciudadana (Sinasec) y establece un conjunto de objetivos, ejes de intervención y mecanismos de coordinación entre instituciones públicas para fortalecer la prevención y el combate de los delitos a nivel nacional.

Durante la presentación del documento, el presidente José María Balcázar sostuvo que el plan se ha diseñado dentro del marco democrático y que se trata de una herramienta flexible que podrá adaptarse a los cambios en la dinámica del crimen.

“Este plan no contiene un plan autoritario extremo que pretenda dañar la figura democrática en la región y en el mundo. Por eso hoy estamos dando un paso fundamental (…) que podrá ser reajustado, desde luego, porque la criminalidad así lo exige”, señaló el mandatario.

Asimismo, remarcó que el Estado no negociará con organizaciones criminales. “No se puede negociar de ninguna manera con los delincuentes. Eso sería ceder el sistema democrático que tenemos por ahora como última ratio en el mundo”, afirmó.

El jefe de Estado también enfatizó que la lucha contra la criminalidad no depende únicamente de la Policía Nacional o del Ministerio del Interior, sino de un trabajo coordinado entre diversas instituciones.

En esa línea, anunció que se convocará a las facultades de Derecho del país para reforzar el marco normativo contra la delincuencia.

De acuerdo con la norma, el plan constituye un instrumento estratégico y operativo que orientará la acción del Estado para reducir la incidencia de delitos violentos y fortalecer la capacidad de respuesta institucional frente a la criminalidad.

El documento también establece responsabilidades institucionales, mecanismos de coordinación intersectorial y sistemas de seguimiento y evaluación orientados a garantizar la protección de la población y la vigencia de derechos fundamentales como la vida, la integridad y la seguridad personal.

La implementación del plan será de aplicación obligatoria en los tres niveles de gobierno y para todas las entidades que integran el Sinasec, así como para aquellas instituciones que intervienen en tareas de prevención, control o lucha contra la delincuencia.

Además, el Ministerio del Interior, a través de la Dirección General de Seguridad Ciudadana, deberá establecer en un plazo máximo de diez días hábiles los mecanismos de seguimiento y evaluación del plan, los cuales serán aprobados mediante resolución ministerial.

El financiamiento de las acciones previstas se realizará con cargo al presupuesto institucional de las entidades involucradas, conforme a lo establecido en las leyes anuales de presupuesto del sector público.
