Hasta antes de esta disposición, la normativa establecía que la descarga o trasiego de GLP en zonas urbanas debía realizarse únicamente entre las 22:00 y las 06:00 horas, con el fin de reducir riesgos en áreas con gran tránsito de personas y vehículos. Con la exoneración, estas operaciones podrán efectuarse también fuera de ese horario para facilitar la reposición de inventarios.

La medida tendrá una vigencia de diez días calendario contados desde su publicación en el Diario Oficial El Peruano. Durante este periodo, los agentes autorizados deberán reforzar las medidas de seguridad técnica y operativa previstas en el reglamento correspondiente, bajo responsabilidad.

Según el MINEM, la decisión responde al déficit en el suministro de gas natural, declarado en emergencia a inicios de marzo. Este escenario se originó tras una deflagración ocurrida en una estación de válvulas ubicada en el kilómetro 43 del sistema de transporte de gas natural, en el distrito de Megantoni (Cusco).

El incidente provocó la paralización del transporte de líquidos de gas natural y la interrupción de la inyección de gas al sistema de transporte, lo que derivó en la suspensión de la producción de GLP en la Planta de Fraccionamiento de Líquidos de Gas Natural de Pisco.

Como consecuencia, se generaron restricciones en el abastecimiento del combustible en terminales y en la cadena de comercialización del país, lo que incrementó la demanda de GLP y obligó al sector a adoptar medidas extraordinarias para asegurar el suministro.

La resolución también establece que el Organismo Supervisor de la Inversión en Energía y Minería (Osinergmin) será informado de los alcances de la norma para que ejecute las acciones de control correspondientes dentro de sus competencias.

El MINEM señaló que la flexibilización temporal del horario permitirá acelerar la recuperación de los niveles de stock de GLP, combustible utilizado de forma masiva en los sectores residencial, comercial, industrial y de transporte.
